Short answer

You can block an account that bothers you from its profile. Blocking asks for confirmation so it cannot happen by accident, and the other person is not told.
Reporting
When reporting content or an account you are asked to pick a reason, which routes the report to the right team.
You do not need to report the same thing repeatedly; one report is enough.
Emergencies
If anyone’s safety is at risk, contact the authorities first. A report on innclude is not a substitute for that.
